Asia stocks retreat on gloomy economic outlook

BANGKOK (AP) ? Asian stocks fell Wednesday as recession among euro nations and slowing growth in China offset flickers of improvement in the U.S. economy.

Americans increased their retail spending in July by the most in five months, a gain of 0.8 percent over June, according to government figures released Tuesday. That's a potentially positive sign for the world's biggest economy as consumer spending is a mainstay of its growth.

But data showing stagnant inventories among U.S. companies, a sign that businesses remain wary of the future, tempered optimism. Concerns about China and Europe also weighed on sentiment.

Japan's Nikkei 225 index was down 0.7 percent at 8,868.03 and Hong Kong's Hang Seng fell 1.3 percent to 20,026.53. Australia's S&P/ASX 200 lost 0.4 percent to 4,274.70. Markets in South Korea and India were closed for public holidays.

Benchmarks in Singapore, Taiwan and mainland China fell. New Zealand and Indonesia rose.

"China's economy is slowing down, this is a concern," said Dickie Wong, executive director for research at Kingston Securities Ltd. In Hong Kong. "But it gives more room for the central bank of China to act and to do something to ease monetary policy."

A gloomy picture out of Europe also compounded worries. Although Germany, Europe's biggest economy, posted surprise growth of 0.3 percent in the second quarter on Tuesday, it was not enough to prevent the combined economy of the 17 countries that use the euro from contracting 0.2 percent.

Greece, Spain, Italy, Cyprus and Portugal are all in recession and all five are on the front-lines of Europe's debt crisis. France's economy was stagnant in the second quarter, underscoring concerns that it too is hovering on the edge of recession. It was the third-straight quarter without growth.

Analysts at Capital Economics said in an email commentary that "the big picture is that the economic growth required to bring the region's debt crisis to an end is still nowhere in sight."

Over the past few weeks, stocks, as well as the euro and the price of oil, have gained on hopes the world's major central banks will do more to shore up the global economy.

Many economists believe the U.S. Federal Reserve will try to stimulate the economy by launching another program of buying government bonds and mortgage-backed securities to keep interest rates low. They will be closely watching Fed Chairman Ben Bernanke's speech on Aug. 31 at an annual economic conference in Jackson Hole, Wyoming.

Among individual stocks, Japan's Sharp Corp. plunged 11.9 percent and Panasonic Corp. fell 4.1 percent amid reports that the country's major electronics makers were cutting forecasts due to a slump in demand.

On Wall Street on Tuesday, the Dow Jones industrial average edged up marginally to 13,172.14. The Standard & Poor's 500 index was slightly down at 1,403.93. The Nasdaq composite index lost 0.2 percent to 3,016.98.

Benchmark oil was down 45 cents to $92.99 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 70 cents to end at $93.43 a barrel on the Nymex on Tuesday.

In currency trading, the euro fell to $1.2322 from $1.2330 in late trading Tuesday in New York. The dollar slipped to 78.78 yen from 78.79 yen.

However, changing patterns of employment by occupation are largely dominated by longer-term trends rather than the cyclical position of the economy. To understand the natural evolution of the jobs market ? industries and career paths that are becoming extinct versus those that are advancing through a process of natural selection ? the jobs landscape needs to be viewed in the context of the most influential macro-trends.

Below are some of the careers that are thriving and dying due to the changing technological, economic, social and business landscape.

Dying careers

Postal service workers (including sorters, clerks and mail carriers)

The industry has had a tough time since the widespread adoption of email stole a large part of its consumer and business market share. Increased communication via phone and cloud computing is another contributory factor, but the main reason for the decline is that mail sorting is becoming automated, with robots replacing people.

In the United States, the Bureau of Labor Statistics (BLS) has predicted a further 30% decline in the occupation by 2018. In fact, three of the top 10 occupations with the highest projected declines are a type of postal service worker. The U.S. service has already lost $11.6 billion this fiscal year.

According to another report by Accenture research, from 2008 ? 2009 Poste Italiane registered a 9.9% drop in its postal product volume in response to the increasing digitalization of mail. The amount of volume decline clearly made it more difficult to run a profitable business and will make it even more difficult in the future.

Office and administrative workers (particularly data entry clerks)

Word processing, voicemail and the internet all make it easier for skilled professionals to do clerical work themselves. With companies focused on cutting costs, secretaries and file clerks are no longer in demand. In the U.S. alone, word processors and typists are slated to lose 13,200 jobs by 2020 and data entry clerks are expected to lose 15,900 according to the BLS.

Manufacturing assembly jobs

In many developed economies manufacturing assembly jobs that require modest training and only a secondary school education are a thing of the past.

In the Unied Kingdom specifically, 400,000 manual jobs are forecast to disappear before 2020, reducing the combined employment share of these occupations from 18% to 16%. However, the industry does need people to manage the technology now running automated processes. As a result, higher skilled occupations, including managers, professionals and associate professional roles are projected to rise significantly by 2020.

Telemarketing and door-to-door sales

This type of sales is no longer efficient and has been replaced with internet and television advertising. In the United States, for example, door-to-door sales and telemarketer positions are expected to decline 15% and 11% respectively by 2018.

According to IBM, every day we create 2.5 quintillion bytes of data ? so much that 90% of the data in the world today has been created in the last two years alone. This data comes from everywhere: sensors used to gather climate information, posts to social media sites, digital pictures and videos, purchase transaction records, mobile phone GPS signals and so on.

With technological innovation meaning that more data is now shared and stored by businesses, it follows that the result of a data explosion ? combined with a need to leverage the data effectively to drive a competitive edge ? creates its own tidal wave in the jobs market. Data and information management is a huge growth area. But it?s not just data management creating new job opportunities, its gathering, analyzing, storing and securing the data as well.

Research and design managers, particularly in engineering

Increased automation is the result of a need to reduce cost, which in turn is driven by a company?s need to become more competitive and grow market share ? a trend accelerated by pressures felt by the difficult economic situation.

These improved efficiencies support profitability and overall business growth, which spur recruitment demands. In the United Kingdom alone, manufacturing output growth is projected to average around 2.5% per annum, with particular growth in R&D-related industries, such as parts of chemicals and engineering.

There have been significant changes in the management of healthcare services, both in the United States and across Europe. As a result, more middle management positions have become available. In America, the Department of Labor projects 162,900 new positions will be added before 2018. In Europe in particular there is also likely to be significant growth in community and clinical nursing roles.

Where to go from here

The key to navigating this evolving jobs market is to follow the premise of Darwin?s own theory of evolution and be as versatile and adaptable as possible while career paths are naturally selected to align with the changing surroundings.

Republican ticket faces growing pains, Dems attack

DENVER (AP) ? The newly shaped Republican presidential ticket is fighting growing pains amid charges from President Barack Obama's re-election team that challenger Mitt Romney favors his new running mate's controversial plans to overhaul Medicare and cut trillions of dollars from social programs.

The debate moves across five swing states as both campaigns operate at full strength for a second day.

Romney will spend Tuesday in Ohio on the final day of his multistate bus tour, having dispatched his vice presidential pick, Wisconsin Rep. Paul Ryan, to court voters and donors in Colorado and Nevada. For all the advantages of having a running mate to share the workload, the Republicans are working through the challenge of planning double the events, coordinating messaging on the road, handling new security stresses and simply getting to know each other.

All the while, Obama and Vice President Joe Biden are linking Romney to Ryan's House Republican budget proposals, which could affect millions of Americans ? seniors in particular ? if enacted.

Obama is holding events in Iowa on the second day of a single-state bus tour, while Biden, who played the role of Obama's attack dog on Monday, is set to campaign in rural southern Virginia.

Two days after formally selecting Ryan to complete the GOP ticket, Romney publicly praised his running mate's work as necessary to protect the long-term survival of Medicare, the government-run health insurance program for the elderly.

Ryan has "come up with ideas that are very different than the president's," Romney said in Florida, the state with the highest percentage of residents age 65 and over. "The president's idea for Medicare was to cut it by $700 billion. That's not the right answer. We want to make sure that we preserve and protect Medicare."

Romney did not say so, but the plans Ryan produced in the past two years as chairman of the House Budget Committee retain the $700 billion in Medicare cuts even as they call for repealing Obama's health care plan. Romney said there may be differences between his own budget plan and Ryan's, but refused to detail them. Romney's staff said the former Massachusetts governor favored a plan to restore the $700 billion in cuts.

Looking to move past questions about Medicare, both Romney and Ryan are expected to focus on energy Tuesday. Romney will address what he's calling the Obama administration's "war on coal," according to his campaign. Ryan plans to promote Romney's "all-of-the-above" energy approach in Colorado. Once he moves to Nevada later in the day, Ryan will also highlight the president's response to the state's foreclosure problems.

Little more than 80 days remain in a campaign dominated by a weak economic recovery and a national jobless rate of 8.3 percent. Polls taken before Romney added Ryan to his ticket showed Obama with a slender advantage in a contest that will be decided in eight to 10 battleground states.

Romney planned three events across Ohio, starting in the eastern part of the state and continuing westward.

He will focus on coal in the area of the state near the West Virginia border. Obama's administration has pushed ahead with regulations on new power plants, making it harder to build new coal-fired plants. That's hurt places like Beallsville, where Romney will appear at the American Energy Corp.

Romney planned to appear in Ohio with Republican Sen. Rob Portman, whom Romney considered as a possible vice presidential running mate.

Ohio is likely the most difficult to win of the four must-win states Romney toured by bus; he also visited North Carolina, Virginia and Florida. But as Ryan visits other battlegrounds more than 1,000 miles away, Romney's team has showed some signs of the strain:

?Some of Romney's staff on the ground in Florida were on the phone Monday offering advice to the Ryan team in Iowa, while planning events coming up in Colorado and Nevada.

?There were none of the new Romney-Ryan placards at Romney's Florida event or Ryan's Iowa appearance Monday, leaving attendees waving the older Romney-only signs.

?Security officials didn't set up enough metal detectors to sweep the thousands of people who showed up in Florida, leaving many stranded outside barricades or on the street.

?At the Iowa State Fair, a protester managed to climb onstage with Ryan before his new security team dragged her away.

Ryan is scheduled to campaign at a Denver area high school Tuesday before addressing a rally in Las Vegas. The congressman is also expected to attend a private fundraiser with conservative mega-donor Sheldon Adelson.

Meanwhile, plans continued for the Republican convention in less than two weeks in Tampa, Fla., amid word that New Jersey's Gov. Chris Christie has been selected to be the keynote speaker.

The scheduling decision was confirmed by Republican officials directly involved in convention planning. The Republican officials spoke on the condition of anonymity because the formal announcement was not planned until later Tuesday.

The Romney campaign also said Tuesday that Florida Sen. Marco Rubio will introduce Romney at the convention. Rubio campaigned with Romney in Miami on Monday. Before Ryan's selection, both Rubio and Christie had been under consideration to join the GOP ticket as Romney's running mate.

For his part, Obama is expected to call on Congress to extend expiring tax credits for wind energy production. The White House on Tuesday pointed to a new Energy Department report saying wind power installations "surged" in 2011, but warning that uncertainty over extending the wind energy tax credits threatens to "dramatically slow" the industry.

The report, released annually, emerged just as Obama was campaigning through politically competitive Iowa, a state that is among the leaders in wind power. The report estimated 75,000 U.S. jobs now depend on wind power. Of those, state officials say, 7,000 are in Iowa.

Romney has opposed extending the alternative energy credits, but several Iowa Republicans ? Iowa Gov. Terry Branstad and Sen. Chuck Grassley among them ? favor the credits. That may give Obama the chance to create a local wedge issue to appeal to unaligned voters.

Romney spokesman Ryan Williams said the Republican candidate would boost the wind industry by "promoting policies that remove regulatory barriers, support free enterprise and market-based competition, and reward technological innovation."

The Obama campaign also released a Web video Tuesday chiding Romney for ads in which he accused the White House of stripping work requirements from the welfare law. Independent fact checkers have found the premise of the ads to be false.

The Obama video shows Romney asking his opponent to "take your campaign out of the gutter." Then it urges, "Mr. Romney ... take your own advice."

Ex-congressman's wife is run over by her own car

The wife of former U.S. Rep. Lee Hamilton of Indiana died Saturday after she was run over by her own car, Bloomington, Ind., police told NBC News.

Police said 82-year-old Nancy Hamilton arrived in the parking lot of a veterinary clinic with a pet Saturday around 4:15 p.m., but her car was not shifted into park. As Hamilton walked behind the vehicle to retrieve her pet from the passenger side of the car, the car rolled backward, striking and running her over.

Bloomington Police Capt. Joe Qualters said Hamilton was alone at the time, and he believes the incident to be entirely accidental.?

Monroe County Coroner Nicole Meyer told NBC News?Hamilton died from blunt force trauma to the head and suffered chest injuries. She was taken to the Indiana University Health Center in Bloomington where she died hours later.?

"This is so tragic," Charlotte?Zietlow, former Bloomington City Council president, told the Herald-Times. "They were going to have a life together."?

Zietlow said she had just met with Lee and Nancy Hamilton at a party for Bloom Magazine last week. The former congressman and his wife were starting to settle into their new life in Indiana after decades of living in Columbus, Ind., and Washington, D.C., she said.?

Zietlow said Nancy was an avid painter and used oils and watercolors to paint landscapes and portraits of her children.

?She was just wonderfully cheerful, a great wife for him, and also led her own life,? Zietlow said, adding that Nancy had a brilliant smile. ?[Lee] was very, very stable, and it?s not easy to hold up a family when one person has to give up so much time to do a job. And it?s no ordinary job; it was serving the people of this country.? ?

Lee Hamilton, 81, represented southern Indiana in Congress for more than 30 years and was vice chairman of the 9/11 commission. He joined Indiana University in 1999 to create its Center on Congress. He remains the center's director.

Pat Williams, the former head of the Democratic Party in Monroe County, told the Herald-Times she met with the Hamiltons at the same party as Zietlow. She said she was delighted to hear they would be starting their retired life in Bloomington.

?Nancy always did it better,? Williams said. ?She was truly a beautiful person, and we were all saddened that she had so little time with us in the Bloomington community.?

The Hamiltons had three children ? Tracy, Deborah and Douglas ? and five grandchildren.

Singapore Presents Amendments to Income Tax Bill

The Ministry of Finance (MOF) is still seeking feedback on the draft Income Tax (Amendment) Bill of 2012. The ongoing public consultation is set to close on August 13, 2012.

The proposed amendments to the Income Tax Act mainly revolve the 2012 Budget Statement recommendations. Salient components include, among others:

1. Providing a one-off cash grant to small and medium enterprises (SMEs) capped at S$5,000 to help them cope with inflation and escalating business costs;

2. Enhancing the PIC (Productivity and Innovation Credit) Scheme, such as providing faster access to more investment cash upfront, and relaxing the PIC Scheme?s qualifying conditions; and

3. Increasing Earned Income Reliefs to up to S$8,000 for the elderly and up to S$12,000 for handicapped individuals so as to encourage them to stay employed.

Furthermore, the 2012 Income Tax (Amendment) Bill sets forth various changes to existing Singapore tax policies after a review of the republic?s prevailing tax system. Some of the changes considered include the realignment of new accounting standards for small businesses, as well as revisions to the CPF-Minimum Sum Topping-Up scheme to benefit parents-in-law and grandparents-in-law.

Mr James Nuben, Head of Tax Division at Asiabiz Services, a Singapore company incorporation consultancy, expressed enthusiasm over the proposed amendments.

?These changes are an essential step to sustaining economic growth,? Mr. Nuben said. ?The timing is impeccable. Amid a slightly weakened GDP, we need to boost productivity and boost Singapore?s reputation as an ideal business location.?

    Student's class alert app gets 'F' from university

    Marketing major Tim Arnold thought he was doing a good deed ? not to mention forming a neat business plan ? by creating a Facebook?app that helped his fellow University of?Central Florida?students find out as soon as seats became available for classes they needed, but couldn't get at registration time.?But the app's?popularity backfired, resulting in the school shutting down access and putting Arnold himself on academic probation.

    The app is?called U Could Finish,?a play on the school's initials, UCF. Its purpose was to notify students by text message, as often as every 60 seconds, to tell them when there were spots available in desired?classes. The way it did it was to access UCF's schedule search?page?? and therein lay the problem.

    University of Central Florida officials say?the app got so popular, it?dramatically?slowed down?the university?s myUCF servers.?Within days, the school shut down access from?Arnold?s website ? and after finding him in violation of school polices, placed him on academic probation until the end of the 2013 spring semester.

    Arnold, who has documented his travails on Facebook, Reddit and on the U Could Finish website, makes some compelling arguments for the app. He says he has invested about $1,000, but has?yet to net any proceeds from it,?as he was still offering free access codes and testing the system when the university locked it down?in June.?

    A report in the student newspaper, Central Florida Future, had this comment from Courtney Gilmartin, communications coordinator for UCF News & Information, who was quoted as saying:

    While the intent of UCouldFinish.com ? helping students register for classes ? is positive, the way in which the website works places an unmanageable load on UCF?s systems. ...?Since mid-December, the website?s software has accessed UCF?s schedule search page up to 220,000 times [and in some cases]?as often as every 60 seconds. The frequency of these searches consumes myUCF resources, making it more difficult for other students to use the site.

    Nonsense, replied Arnold on Facebook, saying the university's "numbers are wildly inaccurate."

    NBC?News spoke with Grant Heston, UCF associate vice-president for communications, who said there were some times when?the college's system was being accessed 30,000 times in a single day because of?U Could Finish users. Even with that number, "the IT folks said it could have led to a complete slowdown of the system."

    In addition, he said, "the site was charging a fee, so it was a profit-making venture that was impacting our resources."?Again, Arnold said he hadn't made money to date, but it was his intent. The cost of the app was 99 cents.

    Some news reports, Heston said, have portrayed the case as the university trying to stop student?innovation, but it was about "stopping excessive access of our resources that impact how other people can use them."

    "Once it became clear that it was unsustainable, we blocked that site's access."

    But Arnold has more to worry about now than his app. A few weeks ago, a hearing was held by?a panel from the Office of Student Conduct. In addition to probation, he also has to give up his treasurer role for the Society for Marketing Professionals through next spring.

    Arnold ??whom NBC News has attempted to contact ? is taking his case to Change.org, where he has a petition going, seeking to get the university to allow U Can Finish access again to the school's system.

    But that doesn't seem likely to happen. The university, said Heston, has already been at work on a "similar program, and we expect it to be out there soon, and to be free, and it won't take up an inordinate?amount of our resources."

    Police dog catches baseball streaker

    A man who went streaking after a baseball game at a Wisconsin college last week was arrested after a police dog found him hiding in the woods.

    According to the police report published Tuesday, the unidentified man--a 20-year-old from Philadelphia--was charged with disorderly conduct and underage drinking after he was nabbed near Kapco Park in Mequon:

    The man ran the bases naked after a baseball game at Concordia University, 12800 N. Lake Shore Drive, at 7:45 p.m. July 29. Children were also running the bases at the same time. When police arrived, the man ran into a heavily wooded area but canine officer Vero found him.

    He then said his shorts "fell off" and he was "too embarrassed" to pull them back up. Later, he admitted his friends were filming the "streaking." That film was confiscated.

    His BAC was 0.15.

    Of course, this isn't the first time a K-9 was used to subdue a would-be ball field felon.

    At a Dunedin, Fla., Little League game in 1986, Thomas James Selbach, also 20, "grabbed a glove from the dugout, wandered onto center field and refused to leave," according to the Clearwater Times:

    More than 100 spectators watched as coaches and game umpires and then police officers tried unsuccessfully for 10 minutes to convince [Selbach] to leave the field.

    Selbach, who wore blue and white-flowered shorts, "would go into a karate type stance and say 'come on and get me,'" Sgt. Allan MacKenzie said Tuesday afternoon.

    When the standoff seemed as if it would continue indefinitely, someone summoned Dunedin police officer Marcus Lane and his police dog Yankee to the scene.

    The officer released Yankee, who "grabbed Selbach's leg," bit his arm and "brought him to the ground."

    After being treated at an emergency room for bite wounds, Selbach was charged with disorderly conduct, assault and resisting arrest, the paper said. Yankee was unharmed.

    Occasionally, though, police dogs become the problem at sporting events. At a 2011 soccer match in Brazil, for instance, a police dog got loose and interrupted play for several minutes.

    At least it didn't poop on the field.

    Analysis: As U.S. gets tough on oil pipelines, outages get longer

    WASHINGTON (Reuters) - Enbridge Inc's ruptured pipeline, which leaked about 1,200 barrels of crude into a rural Wisconsin field 10 days ago, seemed like no big deal.

    The scene was contained within hours, the line repaired within days. The leak was miles from running water or endangered wildlife. The immediate impact was limited to the evacuation of two houses and "veterinary attention" for some horses and cows.

    And yet some experts and traders warn that Canada's Enbridge might not be able to restart its 318,000-barrel-per-day Line 14 for weeks - or even months - as a once-obscure U.S. regulatory agency gets more comfortable with flexing its recently enhanced muscles.

    The Pipeline and Hazardous Materials Safety Administration is in the spotlight after two big accidents in 2010 - BP Plc's Macondo disaster in the Gulf of Mexico and another Enbridge leak of 20,000 barrels into Michigan's Kalamazoo River in one of the biggest spills onshore.

    "Pipeline accidents have a high profile right now," said Andy Black, head of the Association of Oil Pipelines trade group.

    The U.S. Transportation Department, which oversees the PHMSA, began a new pipeline safety effort in 2011, urging operators to replace aging infrastructure and winning Congressional support for more resources and enforcement powers.

    Based on interviews with industry experts and a Reuters review of the agency's recent enforcement record, the change has been noticeable, and the message is clear: If pipelines are found wanting, do not count on a quick resumption in oil flows. That message may be doubly true for Enbridge, which has suffered a string of incidents -- one on the same pipeline years earlier.

    Last Tuesday, the agency issued Enbridge a corrective action order, a tough but not uncommon response to a spill. Since 2007, the PHMSA has issued 23 such orders.

    But the agency went a step further on Thursday. It demanded an exhaustive safety plan, which it and an independent auditor must review, for the entire 1,900-mile (3,060-km) Lakehead pipeline system, not just Line 14. Those were among the toughest terms for any order since a pair of BP oil spills in Alaska in 2006.

    "This is PHMSA saying: ?We mean business,'" said industry consultant Don Deaver, a former Exxon pipeline engineer. It could take weeks to hire the independent inspector and begin a review of the system, he added.

    BLACK EYE

    The Wisconsin spill was the latest black eye for Enbridge's pipeline network, the main conduit for Canadian crude exports and one of the largest systems in the world. The company says it has had a 99.999 percent success rate in delivering 12 billion barrels over the past decade and is investing $800 million this year as it strives for a perfect record.

    But U.S. Transport Secretary Ray LaHood blasted Enbridge last week, demanding the company demonstrate why it should be able to keep operating the pipeline without a complete replacement or major overhaul.

    The rupture on Line 14 left a 4-foot by 6-inch (1.2-metre by 15-cm) gash, according to the initial report. The cause of the pipeline failure has not been determined.

    Enbridge said on Friday that it had submitted safety plans for both Line 14 and the Lakehead system and was waiting for news. Neither the company nor the PHMSA offered a timetable for when shipments might resume.

    The PHMSA will move forward when it is certain that the pipeline is not posing a risk to public safety, said spokeswoman Jeannie Layson.

    The agency's pipeline oversight has faced some criticism in the past.

    In a report on Enbridge's 2010 spill in Michigan released last month, the National Transportation Safety Board charged that PHMSA's review of Enbridge's oil spill response plan in that case was "inadequate."

    Looking at the incident on its own merits, some see little reason for holding up approval.

    "I'd be really surprised if this not up and running pretty darn quick, unless they find something structurally flawed," said Sarah Emerson, president of consulting firm Energy Security Analysis Inc in Boston.

    Oil traders were less certain.

    The disruption helped trigger a record surge in Chicago wholesale gasoline premiums as local refineries operated by BP and Exxon Mobil Corp face tighter supplies. It also threatens to depress crude prices in Canada as a lack of alternative pipelines leaves producers few avenues for export.

    "I am expecting an extended standoff - weeks not days," said one crude trader.

    CORRECTIVE ACTION

    At issue is the corrective action order, a list of demands the PHMSA can issue whenever it determines that a pipeline is "hazardous to life, property, or the environment."

    The agency determines how and when to apply an order, based on the age of the pipe, the commodities being transported, the operating pressure, the surrounding area and any other factors "deemed important" by the PHMSA associate administrator.

    According to a Reuters review of such orders over the past five years, most followed large pipeline leaks or spills in sensitive areas.

    The remedies tend to follow a fairly clear pattern.

    The orders typically require the PHMSA's permission for a company to resume operations on the pipeline in question. They usually set out a number of additional measures: running the pipeline at reduced pressure; conducting mechanical or metallurgical tests within a month, and additional tests within several months; and reporting more frequently to regulators.

    Richard Kuprewicz, head of pipeline consulting firm Accufacts Inc, said Enbridge's history was a major reason why a relatively small spill is getting such a close look.

    Besides the 2010 spill, Enbridge's Line 14 experienced a leak of 1,500 barrels in Wisconsin back in 2007 -- an incident that did not result in a corrective order. In November of that year, another Enbridge line caught fire in northern Minnesota, killing two workers.

    "There are other issues showing up that indicate the integrity management program is seriously incomplete," Kuprewicz said.

    HARD TO PLEASE

    It also seems to be getting more difficult for companies to satisfy the PHMSA, whose most powerful enforcement tool is blocking the operation of a line. The agency has rarely fined a company more than $1 million; the $3.7 million penalty it issued against Enbridge a month ago for the 2010 spill was the largest ever.

    Of five corrective orders issued to oil companies between 2007 and early 2010, none resulted in the closure of a pipeline for more than a week, according to the agency's own data. The longest outage - five days - occurred on Line 2 of Enbridge's Lakehead system, which spilled 2,237 barrels of crude in Neche, North Dakota, in January 2008, the data showed.

    But outages have tended to last far longer since the Michigan spill in mid-2010 heightened public anxiety over oil pipelines. Of 14 incidents that resulted in corrective action orders since that leak, at least eight have resulted in pipeline closures of 25 days or more.

    For example, Exxon Mobil's Silvertip line received a corrective order after a spill in Yellowstone County, Montana, last year and was shut for 85 days. Another Exxon pipeline in Louisiana was still shut after a leak on April 28; the company has requested a hearing to discuss aspects of the order.

    "The fines are still small - a drop in the bucket compared to the revenues that pipeline companies generate," said Deaver, the former Exxon engineer.

    But Deaver said Secretary LaHood's hard-hitting statement demanding Enbridge demonstrate why it should be allowed to continue operating its pipeline without major changes "indicates they are getting more serious."

    Motorsports: Ford Mustang race teams sit out Mid-Ohio race in protest of SCCA rules [w/video]

    Today in SCCA World Challenge GTS competition the Ford Mustang Boss 302 contingency staged a protest against the series by parking their cars in pit lane after the initial formation lap. The reason for the protest was actually twofold.

    The primary reason for the protest was driven by high engine temperatures caused by the very small restrictor the Boss 302 GTS Mustang is required to run to reduce the horsepower of the Mustang. This causes unusually high engine temperatures and all Mustangs were experiencing high engine coolant and oil temperatures. Two Mustangs failed to finish due to engine related issues. Some engine oil temperatures were in excess of 310?F which is quite a bit higher than normal. Engine coolant temperatures ranged from 240?F to 280?F. This is significantly higher than normal operating temperatures and puts the engine's computer into protect mode. This demonstrates that the restrictor has a compounding effect on the Mustang's ability to make horsepower and be competitive. The competitors collectively chose not to race their cars rather than risk further damage to the engines in their cars.

    The secondary purpose of the protest was to bring attention to the current rules package for the Boss Mustang. The series has a very difficult task in trying to create parity between vastly different vehicle makes that achieve lap times in vastly different ways. Some have a power advantage, some have a stopping advantage, some have handling advantages, etc... The Mustang owners and drivers collectively and unanimously feel that the SCCA's method of creating parity is not working and leaves the Mustang with a significant handicap in many areas, and an advantage in NO area. The Boss Mustang teams held meetings with series officials throughout the Mid-Ohio event in an attempt to regain some level of competitiveness, but those discussions proved fruitless. The teams collectively felt that their voices were not being heard and staged a protest to bring more attention to this matter.

    The top finishing Mustang in Saturday's race was 10th place. The fastest lap time of the fastest Mustang was some 1.4 seconds slower than the front running cars. All of the top six cars were greater than one-second clear of all Mustangs. The three fastest Mustangs were within 0.1 seconds of each other. This demonstrates that there is a clear disparity between the Mustang and all other makes.

    The teams agree the use of inlet restrictors are the direct cause of the extensive engine overheating issues leading to eventual failures. In consideration of the high replacement costs of a new Boss 302 engine and the replacement of failed components due to the high heat stresses being applied to these engines, and the resultant safety issues stemming from exhaust fumes entering the car, it is agreed SCCA must stop its parity by restricting the Fords.

    Turkish troops and Kurdish rebels killed in border clashes

    Clashes between Kurdish rebels and the Turkish military near Turkey?s Iraqi border have left 22 people dead, according to reports quoting the area?s governor.

    The official account says six soldiers, two village guards and 14 Kurdish fighters were killed. Another 15 soldiers were wounded. Three woman were among the army?s victims.

    Turkish media say the rebels launched simultaneous attacks on Turkish border posts, causing casualties in the village of Gecimli in Hakkari province.

    The army responded by pursuing the fighters, reportedly bombing their escape routes.

    They are the bloodiest clashes since violence in June which killed 28 people.

    Ankara has been concerned about reports of Kurdish rebels taking control of part of northern Syria.

    It has stepped up its campaign against the Kurdistan Workers Party the PKK, considered a terrorist organisation by the EU and the US.

    Chavela Vargas, famed Mexican singer, dies at 93

    MEXICO CITY (AP) ? Chavela Vargas, who defied gender stereotypes to become one of the most legendary singers in Mexico, died Sunday at age 93.

    Her friend and biographer Maria Cortina said Vargas died at a hospital in the city of Cuernavaca, where she had been admitted for heart and respiratory problems.

    Vargas rose to fame flouting the Roman Catholic country's preconceptions of what it meant to be a female singer: singing lusty "ranchera" songs while wearing men's clothes, carrying a pistol, drinking heavily and smoking cigars.

    Though she refused to change the pronouns in love songs about women as some audiences expected, many of her versions of passionate Mexican folk songs are considered definitive.

    Born in San Joaquin de Flores, Costa Rica, on April 17, 1919, Vargas immigrated to Mexico at age 14. She sang in the streets as a teenager, then ventured into a professional singing career well in her 30s.

    "I was never afraid of anything because I never hurt anyone," Vargas told the audience at a Mexico City tribute concert in June 2011. "I was always an old drunk."

    Vargas recorded 80 albums, becoming a major figure in Mexico City's artistic explosion of the mid-20th century. She was a friend and a frequent house guest of the Mexican painters Frida Kahlo and Diego Rivera and was close to the Spanish writer Federico Garcia Lorca.

    Along the way she was honored as a "distinguished citizen" of Mexico City and was given Spain's Grand Cross of Isabella the Catholic. In 2007 the Latin Recording Academy gave her its lifetime achievement award.

    She appeared in the 2002 film "Frida," about her old friend, singing the eerie song "La Llorona," or "The Crier," in a hoarse but haunting voice.

    "I don't think there is a stage big enough in this world for Chavela," wrote the Spanish director Pedro Almodovar, who featured her music in many of his films.

    Though her liaisons with women were known throughout her life, Vargas did not publicly come out as a lesbian until publishing her autobiography "Y si quieres saber de mi pasado" ("If You Want to Know About My Past) at age 81.

    "What hurt was not being homosexual, but what they throw it in my face as if it were the plague," she wrote.

    As a youth, she suffered from polio and she attributed her recovery to the shamans she consulted.

    Her doctor, Jose Manuel Nunez, said Sunday that she had refused to accept breathing tubes or other measures to keep her alive.

    "She had to have a natural death," he said.

    Cortina said Chavez "went with great peace. She never complained."

    She was conscious to the end, the writer said. "She sought my hand and her shamanic medallion."

    In 2011, Vargas was still at work, releasing a new album of Garcia Lorca's poems and basking in standing ovations from a wheelchair on stage while wearing her emblematic neckerchief. In interviews she said she was at "peace with life and could not ask for more," saying that at death, she would "go with pleasure."

    "Each of you remembers me as you like, each one say what they feel and what they lived with me," she said. "I ask God that wherever I am going someday, you will come to greet me, and I will greet all of you."

    Procter & Gamble posts quarterly profit, plans buybacks

    (Reuters) - Procter & Gamble Co posted a drop in quarterly sales on Friday, just weeks after the world's largest household products maker took the blame for its disappointing performance and said it was focusing on ways to improve.

    The results will be closely watched for any early signals of how well P&G and its current leadership can fix a long list of problems, especially after activist investor William Ackman stepped in and bought about $1.8 billion worth of its shares.

    The maker of Pampers diapers and Tide laundry detergent also said it would repurchase $4 billion worth of its shares this fiscal year, reversing June comments that it did not expect to do so.

    P&G earned $3.63 billion, or $1.24 per share, in the fourth quarter ended on June 30, compared with $2.51 billion, or 84 cents per share, a year earlier.

    Core earnings of 82 cents per share, in line with a year earlier, topped the high end of a forecast P&G gave in June.

    Sales fell 1 percent to $20.21 billion.

    Last Saturday, July 28, the Tribune printed an article titled ?June home sales grow in SLO County as median price rises, data show.? Citing a DataQuick report, the article says that June home sales in San Luis Obispo County rose 7.8 percent year-over-year. The median price of the homes sold rose 10.8 percent from the June 2011.

    On the same day, local real estate statistics guru Keith Byrd replied that chatter over increasing home prices is overstated and that in some cases, prices have dropped further.

    So? what is really going on with the local real estate market?

    In this article, we will discuss real estate, the climate of the market, and the future of home prices, including why a building boom could be arriving very soon and whether this could be the source of a new bubble.

    Context behind the home price statistics

    The data reported by the Tribune fits with the national home price picture we have been seeing. Recent reports by the S&P?Case-Shiller Index, the National Association of Realtors, and FHFA all point to momentum for long-term home price appreciation. In a recent article, we pointed to evidence that single-family home prices had stabilized, and that investor?purchases of distressed properties (in cash) have caused fluctuation in home price data.

    However, the median sales price statistic provides no further context with which to understand the market, and is prone to fluctuations and inaccuracies.

    Keith Byrd, creator of the website SLO County Homes, a comprehensive resource for local market statistics, MLS listings, and real estate commentary, wrote a succinct blog post about the shortcomings of the DataQuick report.

    Byrd wrote that ?prices haven?t risen that much? and attributed the misleading data to the fact that DataQuick ?doesn?t track the sold homes by non-foreclosures, REOs and Short Sales,? which he calls the ?foreclosure mix.?

    The increase in sales price is due to fewer ?distressed properties? (foreclosures and short sales) on the market. Real estate valuations are partly based on valuations of similar properties, and when distressed properties flood the market, low prices reinforce each other and the market spirals downward.

    Investors and bargain hunters have snapped up the low-priced units, and the current share of foreclosures on the market has dropped.

    Byrd shows that the ?foreclosure mix percent?, has changed from last year. In the first six months of 2011, the share of non-foreclosure homes sold rose to 68 percent (from 62 percent), and REOs fell to 21 percent (from 28 percent).

    Meanwhile the median price of REO sales, reacting to low supply and high demand, rose $14,000 to $291,000. The median price for non-foreclosure sales actually decreased about $5,000 from 2011 to $420,000. Again, all figures provided by SLO County Homes.

    Real world examples: when statistics don?t show enough

    We collect this kind of data in order to have a better understanding about the housing market, but as Dan Podesto, owner of Central Coast Lending, points out, statistics have their weaknesses.

    ?The median price trend does not necessarily determine the price trend of a particular home or area,? he said. ?Much of the median trend is about timing and sample size.?

    ?Avila Beach, for example, never sees more than 20 homes sold per month. According to Trulia.com, median sales prices per?month since 2007 have been anywhere between $1.58 million and just over $500,000. In a place with such a low number of sales per month and a large range of property values, a few large outliers (million dollar homes sold) can make a heavy difference in median price.

    When statistics fail, the best place to look is at real-world evidence.

    Podesto goes on, ?I recall a loan funded by our branch this month where the appraised value of the home several months ago was $275,000. We just recently obtained a new appraisal at $340,000? a $65,000 increase in a matter of months.
